In violation of county ordinance, the police arrived to inform Garcia that she was under arrest for illegally selling merchandise on Imperial Parkway, but not everyone was willing to comply\u2026 Annika Olsen, 24, witnessed the arrest and attempted to hand Garcia money, $20, which police said created a traffic hazard. \u201cI just saw the woman, and she looks like she\u2019s always out there, And it\u2019s so hot outside,\u201d Olsen said.
